THE OPPORTUNITY:
Are you a cybersecurity professional passionate about protecting critical infrastructure and securing Operational Technology environments? The Inland Empire Utilities Agency (IEUA) is seeking a skilled and motivated Information Security Administrator to join our Information Technology team. In this role, youll play a key part in strengthening the Agencys cybersecurity posture across both Information Technology and Operational Technology/Industrial Control System environments by monitoring and responding to cyber threats, administering security tools and processes, supporting governance, risk, and compliance initiatives and advancing cybersecurity awareness throughout the organization. Your expertise will help ensure the confidentiality, integrity, availability, and resilience of the Agencys critical infrastructure, systems, and operational technologies that support essential water and wastewater services. The ideal candidate is proactive, analytical, and passionate about cybersecurity, with the ability to assess vulnerabilities, respond to incidents, support secure system implementations, and collaborate with technical and operational teams to maintain secure technology practices. EDUCATION, TRAINING, AND EXPERIENCE:
Graduation from an accredited four-year college or university with major coursework in cybersecurity, information technology, or a closely related field; and at least five years of progressively responsible professional-level experience in information security governance, information security programs, tools and technologies including network monitoring, and vulnerability management; or an equivalent combination of education, training, and experience. Experience managing enterprise systems and platforms such as Microsoft 365, Azure, Windows/Linux servers, Active Directory, and core security tools including firewalls, SIEM, VPNs, and endpoint protection. Skilled in threat detection, network analysis, and responding to security alerts. Experience supporting security for Operational Technology (OT) or Industrial Control System (ICS) environments is desirable including participating in simulated cyber-attacks (red team) and defense (blue team) scenarios.
LICENSES; CERTIFICATES; SPECIAL REQUIREMENTS:
A valid California drivers license and the ability to maintain insurability under the Agencys vehicle insurance policy.
Possession of one of the following information security certifications or similar certification:
Certified Information Systems Security Professional (CISSP),
Certified Ethical Hacker (CEH),
Certified Information Security Manager (CISM),
Certified Information Systems Auditor (CISA),
Security+ (Plus) Certification, or
International Society of Automation (ISA) 62443
Skills and Abilities:- Strong understanding of cybersecurity principles and best practices, with the ability to identify and respond to security threats, assess risks, and help protect critical business and operational systems.
- Experience working with cybersecurity tools and technologies such as firewalls, endpoint protection, SIEM platforms, vulnerability management tools, and network monitoring systems to support threat detection and incident response efforts.
- Ability to support and maintain cybersecurity policies, standards, and procedures while helping ensure compliance with industry frameworks, regulatory requirements, and organizational security objectives.
- Excellent communication and collaboration skills, with the ability to work effectively with technical and non-technical staff, provide cybersecurity guidance and training, and prepare clear and organized reports and documentation.

The Inland Empire Utilities Agency is a regional wastewater treatment agency and wholesale distributor of imported water to approximately 950,000 people across 242-square miles in western San Bernardino County. Under the leadership of a directly elected five-member Board of Directors, the Agency is committed to supporting the needs of its service area and safeguarding public health through significant investments in a diverse water supply portfolio, reliable municipal/industrial wastewater collection and treatment services, and other related utility services in a regionally planned and cost-effective manner.
As a member agency of the Metropolitan Water District of Southern California (Metropolitan), IEUA provides supplemental water supplies, primarily via the State Water Project (SWP) for distribution among nine retail agencies. IEUA also replenishes local groundwater supplies with captured stormwater and recycled water produced by IEUA that is later extracted by local water agencies for use as a drinking water supply.
