Join us in the Cal OES Disaster Planning Unit and help strengthen California state government preparedness by ensuring plans, partnerships, and continuity capabilities are current, actionable, and effective. This Emergency Services Coordinator (ESC) plays a key role in statewide Continuity Planning, helping Cal OES and other state organizations perform essential functions without disruption. You'll drive complex planning and preparedness work that reduces risk for communities, supports operational readiness, and improves how California manages emergencies before, during, and after an incident.

In this role, you will:

Develop, update, and maintain specialized emergency management plans, guidance, and systems for statewide operations and programs. Serve as a liaison between Cal OES and emergency management partners including local, state, federal, Tribal Nations, private sector, and nongovernmental organizations, to support coordination and problem-solving. Lead or coordinate difficult and complex emergency management projects, including recommending policy and program improvements and selecting methodologies for implementation.

Support the Cal OES Continuity Program and Planning efforts including:

  • Prepare, refine, and enhance continuity documents and resources to ensure they are clear, effective, and ready to support program success.
  • Develop and keep continuity planning guidelines, tools, and templates current, practical, and user-friendly.
  • Advance and promote the ongoing development and adoption of the Continuity Program Assessment Tool (CPAT).
  • Review and evaluate annual continuity checklists submitted by executive branch agencies and departments to help strengthen statewide readiness.
  • Provide knowledgeable technical assistance to agencies as they develop or update continuity plans.
  • Capture key program outcomes-including goals, achievements, gaps, and challenges.

Working Conditions

Hybrid Telework: This position is eligible for a hybrid work schedule. Additional in office days may be required based on the business need.

The California Governor's Office of Emergency Services (Cal OES) is an emergency response, homeland security, and disaster recovery agency and as a result, is a dynamic and exciting place to work in a team-oriented environment. Cal OES provides training to enhance the understanding of emergency and incident management to all employees.

The Planning, Preparedness, and Prevention Directorate develops and maintains statewide plans and planning guidance for local emergency management, state agencies, and tribal governments, including specialized programs for radiological preparedness, dam safety, seismic hazards, and earthquake early warning. This directorate also includes the California Specialized Training Institute which provides exercise support and courses in emergency management, hazardous materials response, criminal justice/officer safety, fire & rescue, and crisis communications.

In the event of an emergency, employees may be contacted and requested to report to work in the event of an emergency. This contact may be outside of your normal working hours (evenings/nights, weekends, and holidays). This service may require irregular work hours, work locations other than the official duty location, and may include duties other than those specified in your official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and you may be required to relocate to emergency sites.

Personal Leave Program 2025 (PLP 2025): Effective July 1, 2025, CalHR implemented the temporary Personal Leave Program 2025 (PLP 2025), which reduces employee pay in exchange for leave credits. The reduction amount and leave credits vary by bargaining unit. Salary range(s) listed do not reflect this temporary reduction.

Training and Development (T&D): T&D assignments are temporary assignments to provide an employee training and experience to move to a different occupational field. A T&D assignment is a formal agreement between the employee, the current supervisor, and the new supervisor. The duration of agreements can vary in length but shall not exceed twenty-four (24) months.

The duration may also be the length of experience needed to meet the minimum qualifications. Please note they are only available to current California State employees who have permanent status.
