Starting salary for this position: $36,171.20 ($17.39/Hourly)*

Position Summary & Responsibilities

Position Summary:

Incumbent provides support for the members of the Prisoner Review Board (PRB) and the PRB Administrator. Incumbent is responsible for a great deal of the dissemination of work to Board members. Incumbent ensures that all available information is given to the Board members for review prior to an offender's parole eligibility hearing. Failure to do so could result in decisions being made by the Board without all information available to them which could result in erroneous release, litigation and/or an increase in offender appeals.

Job Responsibilities may include but are not limited to the following:

Preparation and Dissemination of Waiver Minutes-Reviews all incoming waiver packets for completeness and distributes to Board members for review. Generates and Distributes PRB waiver minutes in an expedient, timely and accurate manner.

Preparation of Files for Hearings

-On a monthly basis, prepares and disseminates request for public officials' comments on parole eligible offenders, in accordance with Kansas Statute.

- Extract PRB statistical information from Athena as deemed necessary for the FY KDOC Annual Report, as well as additional data

requested by PRB Chairperson or PRB Administrator

Pulls offender files from Records that are required for PRB regular monthly hearings. This includes Indeterminate sentenced offenders who are coming before the Board for suitability determination as well as indeterminate sentenced offenders who are facing potential revocation. This is a time sensitive matter and shall be completed within given time frames.

-Files official comments, release planning documents, public comment documents and other related information into the offender file to ensure that all documentation is included in the file when reviewed by Board members.

-Reviews contents of each file prior to distributing to Board members to determine if all appropriate information is contained in the file. I

Preparation of Materials for Special Conditions and Releases

-Reviews incoming release plans and assigns them to Board members for their determination of special conditions to guidelines release and conditional release to the community.

-Fields and responds to related inquiries from facility staff.

-Monitors this process with an eye toward continual improvement and suggests improvements, in writing to the PRB Administrator ("system owner") for review with the PRB members' approval and subsequent submission to the Information Technology division.

-Ensures special conditions are entered into Athena as directed by the Board members or Administrator on an as-needed basis.

-Prepares release certificates for offenders who are releasing through Conditional Release, Guidelines Release, or immediate Jail Releases, as notified by the Sentence Computation Unit.

Office Reception and General Office Management

-Retrieves PRB postal mail daily; opens, date stamps, logs and distributes the same.

-Serves as the back up receptionist in the absence of the PRB Administrative Specialist;

-Answers inquiries pertaining to public information, board decisions, and questions regarding the policies and practice

of the PRB from KDOC facilities, parole offices and the public in the absence of the PRB Administrator.

-Answers public inquiries pertaining to the decisions made by the Prisoner Review Board.

-Coordinates official travel for PRB members and enters appropriate information in SMART

-Including: reserving hotel rooms and reserving a KDOC vehicle or rental vehicle

-Entering Travel Authorizations prior to travel, Expense Reports upon return from Travel, and requisitions for supplies

needed within the division.

Coordinates the monthly public comment sessions and securing locations (if needed). If session is held via video conference platform, respond to chat and be responsible for assigning group assignments. Generate monthly parole eligibility lists and post this information on the KDOC public website.

Clemency Coordination

-Reviews all incoming applications for Executive Clemency for completeness. If information is missing, contact appropriate parties for required missing documents.

-Submit completed applications to the PRB for review, recommendation and final submission to the pardon attorney for the Governor's office within the existing time frames, as set forth via Kansas Statute.

-Assists in maintaining log and tracking method regarding volume of clemencies handled by the PRB to include the status of each application and the outcome to provide updates to the PRB as needed.

Document Imaging-Images all hearing notes, revocation packets, discharge certificates and miscellaneous correspondence generated by the Prisoner Review Board (PRB).

Assist with the closing of the month hearing dockets

Other Duties as assigned.

Qualifications

Minimum Qualifications:

Two years of experience in general office, clerical and administrative support work. Education may be substituted for experience as determined relevant by the agency.

Preferred Qualifications:

-High School graduate or equivalent.

-Demonstrated knowledge of Microsoft Office Products including, but not limited to, Word, Excel and the use of Outlook for email and calendars to schedule meetings.

-Demonstrated knowledge maintaining electronic databases in Access, as well as ability to follow oral and written instructions.

-Ability to prioritize and organize work tasks, apply effective work habits and attitudes to meet work requirements including, but not limited to regular and on-time work attendance.

-Excellent oral and written communication skills.

-Independence experience in office support/clerical work to include, but not be limited to basic typing skills and operating basic office equipment such as a personal computer, fax machine, copier and multi-line phone.

-Basic knowledge of the Kansas Criminal Justice System and the statutes and regulations governing the Prisoner Review Board.

Post-Offer, Pre-employment Requirements: Must possess and maintain a valid driver's license. Must pass a criminal history records check.
