GENERAL DESCRIPTION:
This is varied and complex, responsible office clerical, technical and supervisory work and skilled typing work in performing a wide range of Planning & Zoning office procedures. Work involves responsibility for performing office procedures requiring know-ledge of the Planning & Zoning work process and functions of the office or department, and for typing materials quickly and accurately.
Duties include proceeding on own initiative to complete assignments and to follow through with related actions or processes; typed materials are produced in final form, often requiring the employee to compose material or perform minor editing. Supervises clerical employees of a lower classification. The position is also invested with making routine administrative and difficult office management decisions. The work requires the employee to have considerable Planning & Zoning knowledge, skill and ability in office procedures and be able to learn a complex and critical body of information or system.
SUPERVISION RECEIVED:
Work is performed under the general supervision of the Planning & Zoning Administrator.
EXAMPLES OF DUTIES:
Performs and supervises the complex work of an organizational unit requiring specialized Planning & Zoning subject matter knowledge; recommends changes in procedures; provides information to other employees as to the procedures of the unit.
Types letters, reports, statistical tabulations, certificates, permits, specifications from dictated tapes, oral instructions, or on own initiative.
Composes original correspondence of moderate difficulty.
Answers telephone and provides information on all department or unit programs. Enters and recalls information using a CRT unit.
Performs a variety of routine office duties such as filing, opening, reviewing and distributing mail; maintains simple accounts.
Makes assignments, trains and reviews work of subordinate clerical personnel. Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:
Considerable knowledge of the Planning & Zoning departmental programs, policies, procedures and operations with respect to the functions performed.
Considerable knowledge of the operation of a variety of standard office machines, including a CRT unit.
Considerable knowledge of modern office practices and procedures. Skill in typing at the net rate of 50 words per minutes.
Considerable ability to maintain clerical records of some complexity and to prepare reports from such records.
Good ability in oral and written communications.
Good ability to make work decisions within limits of delegated authority and in conformance with established rules and policies.
Good ability to train subordinates, make assignments and review completed work for completeness and accuracy.
Considerable ability to understand and follow written and oral instructions.
Considerable ability to establish and maintain effective working relationships with superiors, subordinates, co-workers and the general public.
QUALIFICATIONS:
Graduation from high school or the equivalent including or supplemented by courses in office practices and typing plus four years of experience performing a variety of Planning & Zoning office clerical duties requiring rapid, skilled typing, OR, an equivalent combination of education and Planning & Zoning experience substituting on the basis of one year of experience for each year of education.
SPECIAL REQUIREMENTS:
Considerable knowledge of Planning & Zoning regulations. General knowledge of state statutes on land use.
Salary Range: $60,750.54 - $75,945.30
