Responsible for safeguarding the confidentiality, integrity, and availability of the City's IT infrastructure and information assets. Monitors, analyzes, and identifies cybersecurity events and incidents across information systems and networks while operating with limited supervision. Oversees the development, documentation, implementation, and enforcement of IT policies in alignment with the City of Bryan's operational needs and industry best practices. Performs duties related to NERC CIP compliance to ensure regulatory adherence and security standards are maintained.
Essential Job Functions
- Develops and maintains corporate security policies, standards, guidelines, and baselines.
- Develops and maintains accurate and current compliance documentation for the assigned compliance standard(s) and ensures that all documentation is properly stored in the document management system.
- Monitors and ensures compliance with organizational security policies, procedures, and NERC CIP regulatory requirements.
- Reviews security management reports and coordinated third-party security functions.
- Promotes and monitors our corporate-wide IT Security Awareness Program.
- Conducts vulnerability scans on a routine or ad-hoc basis.
- Identifies the gaps in design and operating effectiveness of controls and identifies opportunities for continuous improvement.
- Reviews systems logs, IDS logs, and change management logs; makes recommendations for any corrective actions needed.
- Reviews vendor contracts to ensure systems comply with established policies, standards, licensing agreements, and configuration guidelines.
- Remains current on industry trends and evaluates new technology.
- Understands industry and regulatory requirements, responds to comments from auditors and regulators, and mitigates identified risks.
- Performs related duties as required.
- Responds regularly and promptly to work.
Minimum Qualifications
Bachelor's degree preferably in Computer Science, MIS, Information Technology, or similar field plus at least four (4) years of related work experience; OR a Master's degree plus at least two (2) years of related work experience.
Equivalent combinations of education, experience, certification, and training may be considered.
Knowledge, Skills & Abilities
Knowledge of:
- Knowledge of applicable information security administration, management, governance, and compliance principles, practices, laws, rules, and regulations. Experience with NERC CIP auditing is preferred.
- Cybersecurity standard frameworks, controls, technology, and solutions.
- Information technology systems and processes, network infrastructure, data architecture, data processes, and protocols.
Ability to:
- Identify and mitigate network vulnerabilities.
- Demonstrate collaborative, respectful, and productive work habits.
- Present a professional appearance and demeanor.
- Organize workload; establish priorities; and meet established deadlines and standards of work output.
- Maintain the absolute confidentiality of sensitive files, data, and materials accessed, discussed, or observed while working with City staff.
- Prepare a variety of reports, correspondence, and other written materials.
- Be constantly alert and aware of safe working practices and workplace hazards; ability to initiate positive and appropriate corrective action in the event of a sudden accident or equipment failure.
- Comply with City and department administrative directives, policies, and procedures.
- Demonstrate satisfactory performance and regular, reliable, and punctual attendance.
- Provide management with sound, positive advice, and information concerning the incumbent's area of responsibility.
- Establish and maintain cooperative working relationships with those contacted in the course of work and communicate effectively with the public and other required entities.
Skills:

Licenses, Certifications & Special Requirements
- Texas Class C driver's license with a good driving record as measured by the City's evaluation system.
- After-hours technical support will occasionally be required; must be able to respond and escalate within posted time constraints.
Physical Demands
Physical demands include but are not limited to: sitting, talking, hearing, seeing, standing, walking, driving, bending, reaching, twisting, pushing, pulling, using hands and fingers to operate office equipment and machines, and occasionally lifting and/or moving objects up to and including 25 pounds.
Working Conditions
Work is performed primarily in an office setting or a well-lighted and temperature-controlled working environment.
Equipment
Work shall be performed with tools, appliances, and equipment approved by those agencies and bodies that have control, authority, or approval of the design working ranges or limitations of those items; the employee has the responsibility to conform to those ranges and limitations.
Equipment may include but is not limited to: multi-line telephone, computers, computer peripherals, printers, fax machines, copiers, scanners, and vehicle.
