JOB SUMMARY:
Supervises operations of assigned federal and commercial contract services for BAC to ensure efficient operations and satisfactory fulfillment of both contractual obligations and employee relations needs at specified locations. The position is primarily focused on managing the employees and operations on federal contracts (1-to-7-year contract durations) including custodial, commissary, food service and Facility Maintenance. Position requires extensive depth of expertise and knowledge in specialized functions or business areas that can be used to develop efficient and innovative ways to accomplish the organizations business strategies. Work is performed with considerable latitude in the use of initiative and independent judgment. Position seeks technical guidance on unusual or complex problems or issues.

- Schedules and oversees staff and activities for assigned federal and commercial contracts ensuring compliance with all rules, regulations, and laws.
- Resolve customer issues to ensure that contractual requirements are met.
- Assists in the development of program grants and contract proposals. Makes recommendations for new pricing and follow on year.
- Oversees and analyzes man-hours, ratios, and other contract metrics to assure contract requirements are met within budgeted expenditures and commercial productivity standards.
- Provide contract oversight and ownership of BAC's Quality Control systems and tools. Ensuring effective use, data entry, and reporting up to leadership and customer. Maintains system and necessary policies and procedures to implement quality system
- Oversees administrative matters (i.e., planning sessions, budget, etc.) as member of the management team.
- Oversees and manages third party support such as construction contractors, electricians, carpenters, fleet managers, HVAC service techs, incoming maintenance call center and janitorial services.
- Prepares budgets for Maintenance and capital requirements.
- Attend and provide training, instruction, and guidance on various facility operations.
- Perform Project Management, and Facility Maintenance actions in support of multi-discipline projects under minimal supervision.
- Prepare Task Plans, proposals quotes and other reports and correspondence.
- Follow or establish a customer preventive maintenance program to repair and maintain factory or office facilities and implement continuous improvement programs.
- Comply with safety, building, security, and environmental codes and regulations.
- Review and approve bid documents and technical specifications.
- Identify and implement development opportunities for maintenance employees to Include Persons with Disabilities.
- Support and engage in customer visits and future work bid walks.
- Maintain state of readiness to initiate emergency procedures for power outages, hurricane/storm preparedness, HVAC, internet, cable and telephone breakdowns
- Assists in the planning and development of sites, in coordination with other departments, to ensure a diversity of options to meet client and customer needs; monitors and identifies training and other developmental areas; oversees remedial training and programs.
- Ensures accurate and timely completion of reports and documentation in compliance with legal regulations, funding sources, accrediting agencies, and organizational standards.
- Participates in new contract pursuit teams and collaborates with business development efforts, to include relationship development with customers and providing expertise and content for submission of winning service contract proposals.
- Assists in developing quality control, and safety plans for contract.
Supervisory Responsibility:
- Selects, motivates, and evaluates personnel; provides or coordinates staff training and development; works with employees to correct deficiencies; implements discipline and termination procedures.
- Assesses and monitors work methods and procedures; identifies opportunities for improvement and implements changes.
- Oversees and/or participates in the development and administration of budgets; may approve the forecast of funds needed for staffing, equipment, materials, and supplies; may approve expenditures and implement budgetary adjustments as appropriate and necessary.
MINIMUM QUALIFICATIONS:
- Bachelors degree in business administration, education, contract management or related field.
- Six (6) or more years of community-based program management and/or experience in facilities management or similar position.
- Two (2) years of supervisory experience.
- Experience using scheduling tools including Microsoft Office (PowerPoint, Excel, Word), MS Project, EWRS, MAXIMO or equivalent computerized maintenance management system (CMMS) system.
- A combination of education, certification, training, and/or experience may suffice for the above requirements.
- Must currently have and maintain Certified Facility Manager Professional (FMP) and OSHA 30 or obtain within one year of employment.
- Must satisfy Florida Department of Children and Families (DCF) Level 2 background screening requirements.
- Must pass a pre-employment drug screening.
PREFERRED QUALIFICATIONS:
- Experience working with individuals with disabilities.
- Experience with AbilityOne or other set-aside contracting.
- Experience with government contract management.
