NATURE OF WORK
Under limited supervision, performs skilled work of considerable difficulty overseeing and coordinating a broad range of department functions and projects, including capital improvement plans (CIP), construction activities, public improvement districts, and regulatory compliance initiatives; this position ensures project goals, timelines, and deliverables are met while managing contracts, budgets, and vendor performance; this position has department specific responsibility.

Nature of Work (Illustrative Only) Plans, organizes, implements, manages, and oversees various department plans and projects, including Capital Improvement Projects (CIP), construction, and Improvement Districts; coordinates with vendors and contractors to determine best methods, alternative solutions, and budget estimates; prepares project documents (plans, specifications, resolutions, budgets, etc.), and submits agenda items; oversees project schedules and progress, ensuring compliance with established goals, timelines, and deliverables; arranges and coordinates with stakeholders to define project needs, objectives, and goals; supervises, trains, and evaluates the work of assigned staff, performing regular inspections of projects; responsible for employment actions including recruiting, interviewing, hiring, training and performance evaluation; establishes performance requirements and personal development targets; encourages creative thinking, participatory decision-making, and teamwork among staff members; keeps Department Director informed of Division activities and operations; regularly meets with staff to coordinate and provide input into services; disseminates County-wide management plans, strategies, initiatives, values, policies and standards of behavior; develops and monitors division operating and capital budgets, performing budget analysis to support fiscal planning, ensuring efficient resource allocation; communicates expenditure and revenue trends to the Department Director, while ensuring compliance with procurement processes, contracts, and vendor negotiations; ensures adherence to health, safety, and environmental standards through regular inspections of facilities, equipment, and work sites; maintains systems for timely submission and tracking of environmental permits, compliance reports, and associated reporting requirements; oversees regulatory compliance activities; analyzes and visualizes program data, identifying deficiencies and developing improvements; prepares routine and specialized reports for Director and County leadership, ensuring accurate historical records are maintained; researches and presents information to the Board of Supervisors and executive management of Yuma County; Monitors and assesses levels of service for efficiency and effectiveness, creating improvement action plans as necessary; represents the department and engages with non-profits and outside agencies and participates in community and professional groups to build partnerships; manages various department programs as assigned and serves as the primary point of contact for stakeholders; plans and implements activities and special events, ensuring effective communication with residents and collaboration with other departments; identifies and integrates new technologies into operations; recommends, develops and implements new divisional operating policies and procedures and oversees and monitors their implementation and effectiveness; manages and performs administrative duties for the Administrative, Improvement Districts, and Safety divisions while maintaining confidentiality of sensitive County information; provides comprehensive support to Department members on special projects, reports, presentations, and any other assistance needed; ensures the appropriate training, equipment, and resources are available to meet all applicable safety, environmental, and policy directives, regulations, and laws; oversees Capital Asset Inventory management, including acquisitions, disposals, and audits; regular and reliable attendance is required; performs other duties as assigned. Experience and Education Associate Degree in Business Administration, Public Administration, Construction Management, or related field; AND four 4 years of progressively responsible experience in office, construction or contract management, including two (2) years of industrial work safety enforcement experience; AND two (2) years of supervisory experience; OR an equivalent combination of education and experience. Must possess and maintain a valid Arizona drivers license. Must obtain OSHA 30 certification within six (6) months of hire. Requires successful completion of a background check. Knowledge, Skills and Abilities Knowledge of: County policies and procedures; principles and practices of supervision, training, empowering and conducting performance evaluation(s) of staff supervised; principles and practices of budgeting, purchasing, and maintenance of public records; principles and procedures of municipal finance, and budgeting practices; statutory requirements for the establishment and operation of improvement districts; contract management procedures; statutory processes for the construction of construction and public improvements in improvement districts; construction project development, estimating and scheduling processes and systems; county and state procurement, construction and work site safety regulations; file maintenance procedures and practices; office practices and procedures.
Skill in: Preparation of agreements, resolutions, use permits, reports, and correspondence; project planning and management; managing multiple projects with absolute deadlines; reading construction plans and site plot plans; budget preparation and cost analysis; making public presentations; prioritizing work assignments to meet time constraints; using computers and advanced level software applications; communicating clearly and concisely, both verbally and in writing; establishing effective working relationships with employees and the public; maintaining confidentiality; meeting and dealing tactfully with the public; creating PowerPoint presentations; creating, organizing and maintaining records and document files.
Ability to: Negotiate and administer contracts with federal, state, and local organizations; work effectively and independently under time constraints to meet deadlines, to recognize County-wide priorities, and work cooperatively to support their accomplishment; research and write detailed reports; read, write, and synthesize data and reports; use modern office equipment and computers; assigning and leading the work of others; planning and organizing work; evaluate technical information and statutes and arrive at valid recommendations; present ideas concisely and effectively, both orally and in writing; prepare and submit clear, concise, and accurate reports on highly complex projects; work in varying extreme weather conditions; lift 25 50 pounds; recognize hazardous conditions and react appropriately; establish and maintain effective working relationship with co-works; operate general office equipment; follow written and verbal instructions; to communicate effectively verbally and in writing; perform the essential functions of the job specifications with or without reasonable accommodations.
Work Environment: The usual and customary methods of performing the jobs functions require the following physical demands: lifting, carrying, pushing, and/or pulling; stooping, kneeling, crouching, and/or crawling. Generally the job requires 30% bending, 20% walking, 20% stooping and 30% standing. The job may be performed under varying extreme weather conditions and exposed to exhaust and chemical fumes, oil and hazardous materials.
