The Administrative Services Manager II (ASM II) directs critical enterprise functions for the Division of Technology Services (DTS), exercising decision-making authority that impacts the DTS enterprise and state agencies. Serving as a key strategic advisor to executive, division, and IT directors, this role develops division-wide policies and provides high-level analytical insights on complex proposals to support leadership. The ASM II leads and manages three core operational pillars: the Technology Agreements team (overseeing vendor management, contracts, billing agreements, MOUs, managed services, and terms negotiations), IT Software Asset Management (governing the software lifecycle, licensing compliance, and deployment), and IT Asset Management (directing order management, approval paths, telecom expenses, cellular programs, and catalog logistics). Ultimately, this position requires a visionary leader with a deep understanding of IT operations, supply chain dynamics, and innovative problem-solving skills to ensure the efficient, secure, and cost-effective delivery of technology services across the state.
This position will be primarily in office work with some telecommuting, located at: Utah Department of Government Operations, Division of Technology Services (DTS); 4315 South 2700 West, Taylorsville, UT 84129.

Key Responsibilities
Procurement Management
End-to-End Procurement: Direct the strategic procurement of technology assets, software, and services across the enterprise, ensuring strict adherence to state and local purchasing regulations.
Enforce Public Procurement Laws: Ensure all IT acquisitions comply with federal, state, or local procurement regulations, statutes, and laws to maintain transparency and fairness.
Lead and inspire a team of technology professionals, fostering a culture of collaboration, innovation, and continuous improvement.
Contract Management
Oversee contract development, negotiation, execution, and compliance monitoring to mitigate institutional risk and optimize fiscal responsibility.
Oversee the lifecycle of legally sound technology agreements, balancing strict operational performance with high-value delivery.
Inter-Agency Liaison: Act as the central translator and bridge between the agency's technical staff (IT directors, developers), legal counsel, and the vendor's account executives.
Vendor Management
Establish and manage strategic vendor relationships, evaluate service level agreements (SLAs), conduct performance reviews, and resolve complex vendor disputes.
SLA & KPI Tracking: Establish, monitor, and enforce Service Level Agreements (SLAs) and Key Performance Indicators (KPIs) to ensure vendors meet operational standards.
Relationship & Collaboration: Hold regular Quarterly Business Reviews (QBRs) to align the vendor's product roadmap with the organization's long-term strategies, turning transactional suppliers into strategic partners.
Dispute & Issue Resolution: Act as the primary escalation point to resolve chronic performance failures, delivery delays, or billing discrepancies.
GovRamp management
Act as the primary administrative authority ensuring that all cloud services utilized by state agencies comply with GovRamp standards (GovRamp is a standardized cybersecurity framework and verification process for cloud services used by state and local governments).
Post-authorization management, continuous monitoring and real-time risk mitigation to maintain uninterrupted compliance.
Leadership & Personnel Management
Team Leadership: Manage a team of professional-level subordinate staff.
Talent Development: Oversee hiring, determine workload distribution, delegate assignments, and deliver specialized training.
Performance Management: Monitor and evaluate staff performance; execute corrective and disciplinary actions up to and including terminations.
Budget and Resource Management
Develop and manage the IT operations budget, ensuring prudent allocation of resources. Research and proposal of rates within an internal service fund organization.
Identify cost optimization opportunities without compromising service quality.
Compliance and Security
Ensure IT operations adhere to state policies, regulations, and security standards.
Ensure security best practices are implemented to safeguard sensitive data and systems.
Qualifications
Proven (3-5 years) experience with managing large-scale IT operations and or related technologies.
Strategic Negotiation: Demonstrated success as a highly skilled negotiator, with a proven ability to lead complex IT contract discussions, optimize vendor agreements, and secure favorable terms for the organization.
Strong leadership skills with the ability to lead and motivate cross-functional teams effectively.
Excellent problem-solving and decision-making abilities, especially in high-pressure situations.
Outstanding communication and interpersonal skills, capable of engaging with stakeholders at all levels.
In-depth knowledge of information security best practices and regulatory compliance requirements.
Preferred Skills
Framework Familiarity: Demonstrated knowledge of GovRamp, FedRAMP, or equivalent state-level cybersecurity verification processes for cloud services.
Acquisition Expertise: Proven track record in public sector procurement, complex IT contracting, and structured vendor management.
Leadership: Strong executive presence with experience managing professional staff and advising C-suite or agency directors.
