POSITION SUMMARY:
This position serves as the Grant and Fiscal Operations Coordinator for the Office of the Local Children's Board within the Department of Community Resources and Services. The position provides comprehensive administrative, contractual, grants management, and fiscal support to the Office and works collaboratively across multiple program and funding areas. Responsibilities include developing, drafting, coordinating, and maintaining contracts, service agreements, and grant documents; tracking contract timelines, renewals, and compliance requirements; and supporting the administration of multiple grant funding streams for applicants and grantees throughout the grant lifecycle. The position also oversees Office payment processing functions, including the processing and reconciliation of PDQ transactions and invoices through SAP, while ensuring compliance with Department and County financial procedures.

CLASS DESCRIPTION:
Performs professional level administrative work, which may include supervisory responsibility, under general supervision from an administrative or technical superior. Work includes carrying out administrative and technical tasks related to administrative support, public information and purchasing.
- Prepare and distribute Requests for Applications (RFAs), application materials, and program guidelines; conduct due diligence reviews and analyses of grant applications; and provide administrative and logistical support for the grant review process.
- Develop, draft, and coordinate contracts, memoranda of understanding, and service agreements for the Office.
- Maintain comprehensive documentation for all service contracts and grant agreements and coordinate the annual renewal and revision process in collaboration with Office leadership.
- Regularly collaborate with Office leadership to identify emerging contractual needs and develop agreements that align with operational and programmatic priorities.
- Research and identify potential grant funding opportunities aligned with the Office's strategic priorities and initiatives.
- Provide administrative support throughout the annual grant cycle, including assisting staff with grant application reviews; developing and maintaining electronic grant files and records; creating, organizing, archiving, and closing grant files; and supporting the input and maintenance of data within the grant management system (systems include, but are not limited to Neighborly, GOCPP GMS, smart sheets, Monday.com and excel)
- Support grant reporting processes by scheduling and distributing reporting reminders, tracking report submissions, following up with delinquent grantees, and facilitating the timely completion and submission of outstanding reports.
- Assist with grant disbursement processes by coordinating internal payment reminders and conducting preliminary invoice reviews as assigned.
- Support the integrity and functionality of the online grants management system by ensuring data accuracy, completeness, and timely updates; serve as a liaison with software vendors to troubleshoot and resolve system issues.
- Assist Office staff with the development of scopes of work, service descriptions, and supporting documentation for agreements and contracts.
- Compile and maintain all required documentation for service agreements, including but not limited to terms of service, scopes of work, budgets, reporting requirements, contact information, payment documentation (ACH, W-9, and vendor forms), and SDAT verification.
- Ensure the timely receipt, execution, distribution, and filing of all contracts and agreement documents.
- Maintain and monitor an inventory of all active Office contracts, including tracking expiration dates and renewal periods.
- Serve as liaison between PDQ cardholders and Department staff to ensure required purchasing documentation is submitted accurately and within established timelines.
- Process payment documentation and reconcile monthly PDQ transactions through SAP in accordance with Department and County financial procedures.
- Track grant deadlines, deliverables, and compliance requirements to support timely completion of all grant-related obligations.
- Collaborate with Office leadership to support budget planning and expenditure tracking, including monitoring payroll allocations in partnership with the Department's fiscal team.
- Represent the Office and Department at meetings, trainings, and community-based events as needed.
- Participate in activities related to Emergency Management as requested, including responsibilities that may occur outside of normal business hours.

SUPERVISORY RESPONSIBILITIES:
This position currently has no supervisory responsibilities.Bachelor's Degree and one (1) year related experience or equivalent combination of education and experience.
PREFERRED EDUCATION, KNOWLEDGE, SKILLS, AND ABILITIES:
- Demonstrated experience working with numbers and in databases.
- Proficiency in virtual platforms and use of technology for human service delivery.
- Must possess strong organizational skills and the ability to analyze and interpret complex budget data.
- Proficiency with SAP.
- Strong interpersonal skills, excellent oral and written communication skills and the ability to work well with an ethnically diverse population.
- Strong computer proficiency skills, especially with Microsoft Office (Word, Excel, PowerPoint), database management and spreadsheet applications necessary. Proficiency in virtual platforms and use of technology for human services delivery.
