Main Purpose of Job

The Policy Associate is responsible for providing written products, research, analysis,\nand communications support within the DWDAL Policy Unit.\n\nThe position assists in the development, review, and implementation of written\ncommunication efforts such as legislative reports, executive summaries, key messaging,\nand external correspondence (sometimes on behalf of agency leadership). All activities\nalign with the DWDAL Strategic Plan, Maryland Department of Labor goals, and\nadministration priorities.\n\nThe main purpose of the position is to ensure accurate, polished, and clear documents and\ncommunications that align with agency objectives. The position contributes to policy\npriorities, grantmaking, and workforce program communication efforts.\n

POSITION DUTIES

Creating Written Products (Drafting and Editing)\n\n \n Authoring and editing federal, legislative and/or other reports, executive summaries, keyundefinedwritten materials, as requested.\n \n Coordinating messaging/written content with DWDAL leadership and the MD Labor Office of the Secretary, including formal memos.\n \n Manage and track project resources, tasks, timelines, and deliverables.\n \n\n\n\n\n\nDivision Representation in Meetings and Groups\n\n\n\n Participating in subject matter expert groups and/or communities of practice related to communications and policy content.\n\n\n\nResearch for the Office of the Assistant Secretary\n\n\n\n Complete and prepare recommendations for DWDAL leadership based on research related to various workforce division programs, including but not limited to: adult education, Registered Apprenticeship, workforce development, correctional education, AI, strategic industry sectors and portable credentials, etc.\n Interface with local, regional, state, and national organizations regarding evolving policy, legislative, and communication themes related to the DWDAL portfolio.\n Compile and utilize a communications/policy repository of recyclable language that Division staff may use for outward facing documents.\n\n\n\n

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate. \nExperience: Six years of administrative staff or professional work. \nNotes: \n1. Candidates may substitute 30 college credit hours from an accredited college or university for each year up to four years of the required experience. \n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university and two years of experience in administrative staff or professional work for the required experience. \n3. Candidates may substitute the possession of a Master's degree from an accredited college or university for the required experience. \n4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required experience. \n

DESIRED OR PREFERRED QUALIFICATIONS

The following qualifications are preferred but not required. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\n
