JOB OVERVIEW: The purpose of this position is to provide various services for the department, the general public, as well as other County government offices and agencies within the criminal justice system. The position will provide service tasks related to data entry, Sex Offender Registry, fingerprinting services, criminal record checks, concealed carry licenses, incident reports, towed vehicles, court documents, customer service, and maintaining files/databases for the criminal justice system.

RESPONSIBILITIES:

  • Verification and data entry of traffic summons, warning tickets, and vehicle stop information (racial profiling forms).
  • Fingerprinting for the following purposes may include: security guard licensing; concealed carry permits; all prospective County employees; contractors who will have unescorted access to secure buildings; and staff who will have virtual access to all computers with access to the criminal justice information systems (CJIS) managed by the Missouri State Highway Patrol.
  • Distributes and files all information pertaining to a Sex Offender Registration and Compliance, including but not limited to all police reports, arrest data, investigation reports, crime laboratory analysis reports, REJIS entries, and court records.
  • Tasks may include, but are not limited to, receipt and documentation of various offender changes, updating the Missouri Sex Offender registration and notification in MULES (Missouri Law Enforcement System), updating the records management system, documentation and photographing offenders, and LiveScan fingerprinting functions for numerous reasons, including ink prints.
  • Customer contact and research may include, but are not limited to, assisting the general public with inquiries regarding incident reports, concealed carry licenses, towed vehicles, criminal record checks, security guard licenses, and offender registration. May encounter wanted persons. Take corrective action by notifying the in-house officer of the situation and coordinating efforts with the detective assigned to offender compliance for follow-up.
  • Receive, categorize, and process all mail for the division.
  • Receive, categorize, review, disseminate, and file maintenance of incident reports, traffic tickets, warnings, and offender registration. Categorize data in accordance with National Incident Based Reporting System (NIBRS) guidelines. To ensure quality assurance, records may require ongoing monitoring and follow-up.
  • Receives money, issues receipts, and provides proper paperwork to customers.
  • Modifies REJIS/MULES and NCIC entries when necessary.
  • Request, receive, and interpret information received from criminal justice agencies relating to Sex Offender registration and Compliance at both the state and federal levels.
  • Act as liaison for the department when managing offender compliance. Contacts may include, but are not limited to, the Missouri State Highway Patrol, State Probation and Parole Office, and other law enforcement agencies.
  • Answers and directs all incoming calls.
  • Maintains all files and prepares documents for archival retention.
  • Performs other duties as assigned.

REQUIREMENTS:

  • Education

  • Graduation from a general or technical high school or equivalent.

  • Job Experience

  • Two to three years of experience with data entry, significant word processing, and experience with the public, and/ or records management.

  • Must be versed in the Revised Missouri Statutes governing Sex Offender Registration and Compliance, and the Federal SORNA guidelines for Sex Offenders are desired.

  • Certifications

  • Requires Certification in MULES entry and Inquiry within the first year of employment

  • Requires Certification in LiveScan fingerprinting within the first year of employment.

  • A combination of education and experience that provides equivalent knowledge, skills, and abilities will be considered.

  • Employment is contingent on the successful passing of a full criminal background check.
