Title Description- Lunenburg County Department of Social Services is seeking a highly motivated and analytical professional to serve as an Administrative Analyst within the Children's Services Act (CSA) Program and the Fraud Department. This advanced-level position performs professional analytical and administrative work supporting the Community Policy Management Team (CPMT), Family Assessment and Planning Team (FAPT), and agency program integrity initiatives. The position is responsible for policy implementation, budget oversight, program analysis, vendor monitoring, utilization review, fraud prevention, and coordination of community resources to support at-risk youth and families.

This position requires independent judgment, strong analytical ability, and the capacity to manage complex projects while maintaining compliance with federal, state, and local regulations.

General Work Tasks (Illustrative Only) -

  • Provide administrative and operational support for agency programs and initiatives.

  • Review, monitor and apply program compliance with applicable laws.

  • Assist in the development, implementation, and evaluation of policies, procedures and program improvements.

  • Organize and participate in meetings, workshops, conferences, outreach events, and special projects.

  • Coordinate agency and community resources to address client needs.

  • Maintain databases, records, and tracking systems to ensure accurate documentation and reporting.

  • Have excellent organizational, time management, oral/written communication, interpersonal and public relations skills.

  • Understand basic math skills to calculate overpayments and track payments.

  • Understand financial overview of the CSA program to include; Reviewing invoices for accuracy, monitoring expenditures, and accurate reporting of reimbursements.

  • Display confidence to testify in court, if required.

  • Analyze data, recognize gaps and collect information to prepare reports.

  • Draw legal and supportable conclusions.

  • Document data from interviews, forms and documents.

  • Communicate effectively with supervisors, employees, clients, outside agencies and the public.

  • Provide training, technical assistance and guidance to staff regarding policies, procedures and program requirements for both the CSA and Fraud Prevention.

  • Ensure consistent confidentiality practices across all programs.

Knowledge, Skills, and Abilities: Knowledge- Considerable knowledge of administrative management principles and practices including planning, organizing, personnel and fiscal management; research methodology; statistical and analytical techniques; and strategic planning, theory, and process. Working knowledge of applicable Local, State and Federal legislation; public administration; municipal functions and organizational concepts; and human behavior. Knowledge of program compliance requirements, investigative procedures, and community resources.

Skills- Skills in operating a personal computer and the use of computer-driven word processing, spreadsheet, graphics and file maintenance programs. Strong organizational, time management, interpersonal, and public relations skills.

Abilities- Ability to gather and analyze data and formulate sound conclusions. Interpret policies, investigate issues, and recommend effective solutions. Communicate effectively with supervisors, employees, clients, outside agencies, and the public. Manage projects, prioritize assignments, and work independently with minimal supervision. Ability to establish effective working relationships with staff, agencies, and community partners. Analyze funding availability, cost patterns, operating results, and forecasts. Ability to maintain confidentiality and exercise professional judgment in sensitive situations.

Education and Experience- Bachelor's degree in public administration, political science, business or related field supplemented with progressive administrative experience in business or public policy management OR any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
