Responsibilities- Responsible for the management and implementation of human resources goals, objectives, policies, procedures and staffing.
- Develops, implements, interprets, and ensures compliance with policies and procedures for areas of responsibility, to include attendance and leave, recruiting, and credentialing.
- Develops and executes departmental payroll and recruitment strategies and advises staff on internal and University process and plan.
- In consultation with central Human Resources, assists with the resolution of departmental employee relation matters, such as performance deficiencies, disciplinary, and employment actions.
- Provides guidance and recommendations to the UHS Director regarding human resource related matters, to include but not limited to personnel and payroll.
- Researches, analyzes, and provides recommendations for departmental position descriptions, staffing, and salary.
- Plans and executes short-term and long-term plans and goals for areas of responsibility.
- Supervises the Admin Services Generalist position, and serves as a back-up, to include, but is not limited to, attendance and leave related duties and responsibilities, credentialing and re-credentialing process (in compliance with departmental accrediting and regulatory agencies (i.e. (AAAHC) and Medical Staff Bylaws), and staff file creation and maintenance.
- Ensures adherence to Accreditation Association for Ambulatory Health Care, Inc. (AAAHC) standards, including preparation for AAAHC reaccreditation surveys.
- Creates and implements UHS Human Resources policies and procedures.
- Serves as member of UHS Accreditation Committee
- Manages the departmental advertisement and recruitment processes, in compliance with departmental and University job advertisement and recruitment policies and procedures, and processes job openings in OMNI.
- Monitors applicant pools, closing dates, etc. Provides advertisement and recruitment related recommendations to UHS Director. Works closely with departmental supervisors to execute departmental recruitment strategies.
- Assists supervisors with re-advertising job openings, reviewing applicant pools, identifying candidates to interview and hire, etc.
- Corresponds with and assists new hires and supervisors with the on-boarding process, collects and verifies their supporting documents for appointment based upon individual position requirements, and schedules I-9 and Employee Health.
- Initiates personnel actions in OMNI in a timely and accurate manner.
- Manages all courtesy appointments and staff re-appointments.
- Coordinates student clinical rotations, internships, auxiliary students, etc. for the department.
- Responsible for on-boarding volunteers and coordinating/scheduling their departmental orientation and training sessions, as appropriate.
- Ensures compliance and documents are received and processed prior to the start of clinical rotations within the department.
- Responsible for the development and maintenance of departmental organizational charts, document management systems, and position descriptions.
- Serves as FACET Rep for UHS.
A Bachelor's degree and four years of experience; or a high school diploma or equivalent and eight years of experience. (Note: a combination of post high school education and experience equal to eight years.)
Preferred Qualifications- Knowledge of principles, practices, and standards of human resource administration in assigned area.
- Knowledge of the concept, principles and practices of management.
- Ability to perform assigned responsibilities with minimal to moderate supervision.
- Ability to communicate effectively verbally and in writing.
- Ability to demonstrate critical thinking based upon in-depth data, substantiating information, considering and respecting others' input personal values, and ethics.
- Ability to prioritize, organize and perform multiple work assignments simultaneously.
- Ability to train and supervise employees.
- Knowledge of and ability to interpret and apply related federal, state, and local laws, ordinances, rules and regulations.
- Knowledge of and the ability to interpret and apply related University policies, procedures, principles, and practices.
