The PEIA Premium Accounts (PA) Supervisor is responsible for the administration of accounts receivable (AR) from annual billings to state of WV agencies, colleges and
universities, county boards of education, local government agencies and their retirees worth over $1 billion annually. This position requires a strong knowledge of accounts receivable including the accurate and timely accounting and diligent collection thereof. Position must maintain a tolerable AR balance and a high AR turnover ratio through the development and administration of the agencys dunning process. An understanding of double entry accounting specifically pertaining to accounts receivables, receivables suspense and cash accounts is necessary. The position will also assist in the analysis of AR for cash flow budgeting purposes, revenue forecasting and plan management.
Knowledge of contemporary accounting and billing systems is required. PEIA currently utilizes Microsoft GP, wvOASIS and a custom benefits administration platform with the Ariel Benefits Administration platform under development for a 2026 implementation. The position is responsible for the direct supervision of four PA employees that are each responsible for a group of accounts as determined by this position. The position is also responsible for the management and development of the PA unit's policies
and procedures necessary to attain specific performance requirements

  • Monitor account receivables (AR) from annual billings to state of WV agencies, colleges, universities, county boards of education, local government agencies and retirees.
  • Utilize an online billing system
  • Act on reports of delinquencies.
  • Reconcile monthly billings for all assigned accounts.
  • Research and resolve issues with all accounts that may be disputed, in default or require complex forensic analysis to identify account issues and coordinate the resolution.
  • Perform analysis on receivables for cash and revenue forecasting and budgeting
  • Evaluate premium accounts processing for policy and procedure compliance and modification.
  • Supervise the premium account section of four employees and one temporary employees that are responsible for a group of accounts.
Knowledge, Skills and Abilities
  • Knowledge of the functions and objectives of the agency.
  • Knowledge of the laws and regulations relating to the agency.
  • Knowledge of the principles and techniques used in the assigned technical function or specialty area.
  • Ability to coordinate the unit activities with other units within and outside state government.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to analyze and interpret budgetary and technical data related to the area of assignment.
  • Ability to supervise the work of others.
Training: Graduation from an accredited college or university with a degree in the area of assignment. Substitution: Additional qualifying experience as described below may be substituted on a year-for-year basis.
Experience: Three years of full-time or equivalent part-time paid experience in a professional, administrative, technical, or supervisory position related to the area of assignment. Substitution: Graduate study in the area of assignment may be substituted on a year-for-year basis for up to two (2) years of the required experience.
