Description
The position of the County Drug and Alcohol Assistant Administrator will be responsible for the oversight of the delivery of prevention, intervention, treatment, and treatment related services. They will also be responsible for the development of the SCA's Prevention and Treatment Needs Assessments and related Plans.
The employee will oversee the submission of prevention and treatment data including ensuring its entry into state driven data systems as well as analysis of the data. They would also assist the Administrator in the development of administrative policies and procedures as well as the development of protocols related to how services are delivered within our bi-county program.
The individual will evaluate provider compliance with contractual requirements through the review of programmatic policies and procedures, record reviews, data reporting, and fiscal management. They would be expected to serve as a resource to providers on a wide range of administrative and professional matters such as fiscal and programmatic performance, contract compliance, state requirements, quality care, and other topics in the achievement of contract objectives. They would be expected to represent the interests of the SCA and to operate in a politically sensitive environment.
Essential Duties and Responsibilities
- Develop and direct the SCA's Prevention and Treatment Needs Assessment and correlated plans and/or updates.
- Assist the Administrator with the review of service proposals and selection of providers.
- Monitors and evaluates prevention, intervention, treatment, and treatment related services.
- Provides technical assistance to providers and their staff in relation to interpretation and implementation of Department of Drug and Alcohol Programs requirements.
- Oversees and evaluates provider data entry into state driven data systems.
- Assists the Administrator with managing the availability of funds for in-house or contracted services.
- Tracks and reports on data needed to prepare state, federal, and or county driven reports.
- Assists Administrator with the development of policies and procedures relative to the administration of the SCA and the services it provides.
- Directs the implementation of Case Management responsibilities.
- Assists the Administrator with assessing provider and SCA staff training needs.
- Deliver presentations to various county and/or community groups on drug and alcohol services when needed.
- Serves as the liaison to the County in the absence of the Administrator.
- Performs other related duties as assigned.
Required Knowledge, Skills and Abilities
- Knowledge of Drug and Alcohol addictions.
- Knowledge of Drug and Alcohol treatment and prevention methods.
- Knowledge of Case and Care Management practices in a human service agency.
- Knowledge of principles and practices of personnel administration, budgeting, and management theory.
- Knowledge of policy and procedure development.
- Ability to identify and coordinate client needs with available services.
- Ability to monitor and analyze service provider reports, files, and documentation.
- Ability to evaluate the quality of provider prevention and/or treatment services.
- Ability to act as a liaison between the Drug and Alcohol delivery system, community groups, and other program services.
- Ability to provide technical assistance to prevention and/or treatment providers.
- Ability to assess SCA and provider staff training needs and coordinate trainings.
- Ability to establish and maintain effective working relationships.
- Ability to express ideas clearly, both orally and in writing.

1.) Meet the minimum experience and training (METS) required for this position:
A Master's Degree or above from an accredited college with a major in medicine, chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and two (2) years of professional experience providing direct service and/or program planning in a human service agency, including one (1) year supervising human service professionals; or a Bachelor's Degree from an accredited college with a
major in chemical dependency, psychology, social work, counseling, nursing (with a
specialty in nursing/health administration, nursing/counseling education or a clinical
specialty in the human services) or other behavioral sciences, public administration or business management and four ( 4) years of professional experience providing direct service and/or program planning in a human service agency, including on (1) year supervising human service professionals; or an Associate's Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a specialty in nursing/health administration, nursing/counseling education or a clinical specialty in the human services) or other behavioral sciences, public administration or business management and six (6) years of professional experience providing direct service and/or program planning in a human service agency, including one (1) year supervising human service professionals.

I. Medical Insurance
The coverage begins for the employee the on the first of the month following the first full 30 days of full-time employment for employees and their eligible dependents. Cost to the employee to participate in the plan varies by the coverage selection and the number of dependents; and may be subject to collective bargaining agreement. All full-time employees and part-time employees working more than 1,000 hours per year qualify for Luzerne County retirement benefits, in which employees must contribute 5% of their earnings, and may choose to add to an additional voluntary contribution, not to exceed an additional 10%.
