NEW Solutions connects experienced workers (ages 55+) with the USDA AgriculturalResearch Service (ARS). These experienced professionals provide administrative,scientific, and technical support to the Agricultural Research Service throughthe Experienced Worker Program (EWP).

The enrollment relationship between NEW Solutions and the Enrollee isan ?at-will? relationship. This means that an Enrollee is free to terminateenrollment at any time during the enrollment period, and NEW Solutions and theAgency have the right to terminate the relationship with the Enrollee.

PLEASE NOTE: An ?Enrollee? is not a federal employee, nor an employee of NEWSolutions. An ?Enrollee? is a participant in a grant program established througha Cooperative Agreement funded by the agency and administered by NEW Solutions.The enrollee shall not sign federal documents, authorize the use of federalfunds, nor initiate or conduct federally funded research projects. The enrolleeshall not author articles for publication as a federal employee, nor coordinatescientific research between the Government and private industry. The enrolleeshall not present themselves as a Government employee or Governmentrepresentative at meetings both foreign and domestic or when coordinatingfederal agencies? areas of research. The enrollee shall not make decisions onfederally based research on behalf of Government policy makers, and the enrolleeshall not supervise any Government employees.

Qualifications:

Minimum of 10 year(s) of experience in Administrative Support or Program Supportin the USDA. OR HS/GED Degree

Knowledge of the laboratory?s mission, functions, programs, andadministrative activities to assist with purchases in alignment with Agency?spolicies and procedures.Knowledge of Time and Attendance policies and procedures to review formathematical correctness and compliance with Agency policy, enter data, andtransmit to NFC, and to ensure the accuracy and timely submission of T&Areports.Skill in operating a personal computer, including related software such asMicrosoft Office Suite, Adobe Acrobat, and Agency specific administrativepackages, and printers to access, process, and retrieve information fromautomated systems; compose correspondence and reports; edit data; and producecharts, graphs, tables and other basic report features. Skilled in effectivewritten and oral communication to prepare or compose correspondence and writtenresponses and reports in a timely manner and provide and exchange informationconvey statements of fact or make inquiries.Experience required with Windows, MS Word, MS Excel, MS PowerPointOutlookDuties:

Provides administrative support for Oxford Location Support Services Staff.Assists with Human Resource actions, Assists with personnel actions and ARISTransactions. The enrollee shall not sign federal documents, authorize the useof federal funds, nor initiate or conduct federally funded research projects.The enrollee shall not author articles for publication as a federal employee,nor coordinate scientific research between the Government and private industry.The enrollee shall not present themselves as a Government employee or Governmentrepresentative at meetings both foreign and domestic or when coordinatingfederal agencies? areas of research. Provide administrative support for entering and amending agreements,preparing annual reports, monitoring budget execution notices, and reviewing theAnnual Resource Management Plan. 30%Provide administrative support for completing document for HR PersonnelActions, such as SF52, AD332 etc. and entering them in the HR Portal. 30%Performs general clerical and office functions such as correspondence anddirective files, fax, electronic mail, incoming/outgoing mail and shipments,oversees routine maintenance of the office machines, completion of miscellaneousreports, maintains office/laboratory bulletin boards, receives visitors andphone calls, ascertains the nature of request, and directs callers toappropriate staff etc. Maintains visitor log and other security relateddocumentation for the Location. 20%Prepares Time and Attendance records, reviews T&A?s for mathematicalcorrectness and compliance with Agency policy, enters data, and transmits to NFCusing PC with Agency software. 10%Assists administrative office in the review of budget object class codes toensure accuracy of documents for competitive or sole source small purchases.Receives and reviews obligating documents such as purchase orders, travelvouchers, requisitions and contract documents and reviews accounting codeinformation, making appropriate corrections as directed. Inputs data into theautomated CATS system. Assists the administrative office to collect and verifydata, prepare, coordinate, track and maintain paperwork related to purchases.10%

Other:Training will be provided as necessary by the agency.Physical requirements: The work is primarily sedentary; however, there maybe some standing, walking, bending, sitting or carrying of light items.
