Location : Olympia, WA. This position covers multiple locations. This position functions in an office setting and in Juvenile Rehabilitation Secure Facilities.

Salary: $82,829 - $103,536 Annually
This position is accountable for assuring the quality and professional soundness of funding, design, construction/renovation of all DCYFs capital projects. In providing these professional services, this position works closely with agency leadership, finance and Appointing Authorities.
This position is the primary user and agency expert in the State Capital Budgeting System (CBS) and is responsible for document preparation, prioritization and budget preparation for all JR Capital Projects. This position leads participation in Master Plans/Special Studies for all facilities and campuses, as well as the development of Major Projects and all Programmatic and Preservation Projects in the Ten-Year Capital Budget Plan. This position also represents DCYF in all facility-related processes such as strategic planning for capacity studies and closure studies.

As the incumbent of this position, you will have full responsibility for all aspects of JRs funding, design, construction/renovation of all state owned and leased facilities. Projects to support these facilities range in price from $20,000.00 (minor) to over $20,000,000.00 (major projects). This position is responsible for document preparation, prioritization and budget preparation for all DCYF Capital Projects. This position leads DCYFs participation in Master Plans/Special Studies for all facilities and campuses, as well as the development of Major Projects and all Preservation and Programmatic Projects in the Ten-Year Capital Budget Plan.
Some of what you will do:
- Work with DCYF leadership, Superintendents, Regional Administrators, OFM, Legislative Staffers and DES.
- Ensure the safety, and well-being of staff and clients who work in resident Juvenile Rehabilitation settings, on capital budget development, and on data analysis to provide leadership with the necessary information to make sound strategic and operational decisions.
- Ensure quality and professional soundness.
- Ensure policies and procedures are in alignment with the agencys mission and vision.
- Partner with OFM, DES and DCYF leadership to coordinate the development of DCYFs 10-year capital plan.
- Develop, scope, estimate costs and complete all required forms.
- Write the agency's capital budget request and input the data and submit the agency request through the statewide capital budget system (CBS).
- Work closely with supervisor and other staff to ensure close management of the agencys capital budget.
- Develop, foster, and maintain positive relationships with OFM and Legislative capital staff.
Required Qualifications:
- Five (5) years of experience in design, engineering, construction management, budgeting, cost estimating and administration.
OR
- Bachelor's Degree in budget, administration, design, engineering, or construction management AND Three (3) years of experience in design, engineering, construction management, budgeting, cost estimating and administration.

The ability to take action to learn and grow.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:
Knowledge:- Construction Management, design, cost estimating, budgeting or facilitating projects in the area a corrections or secure facilities would be a positive attribute.
- Extensive experience in the use of Washington State's CBS preferred.
- Excellent research and resource skills in order to obtain vital information for management of assigned programs.
- Provide clear and accurate reports for executive managers and provide recommendations.
- Assure appropriate and optimum use of the organizations resources.
- Maintain accurate records and files.
- Meet deadlines and determine priorities.
- Maintain the highest standards of personal/professional and ethical conduct, and support DCYFs goals for a diverse workforce.
