The Permit and Administrative Supervisor is a member of the Planning and Community Development Departments management team. This position supervises the small-but-mighty teams of three permit specialists and three administrative specialists who provide key support to the entire department.

The Permit and Administrative Services Supervisor oversees the Planning and Community Development Departments permit operations and administrative staff, ensuring proper coordination of all permit applications and administrative functions of the department. The Permit and Administrative Services Supervisor ensures timely customer service, promotes efficient coordination of development review activities, and oversees communication and coordination between customers and staff involved in permitting and administrative processes.

  • Provides direct oversight for all permit and administrative staff functions including proper tracking and coordination of permit applications in accordance with established procedures, uniform codes, state laws and local ordinances governing land use development.
  • Facilitates the implementation and ongoing use of multi-departmental permit tracking software; administers system, making decisions on preferred usage based on best practices; trains users; provides ongoing support as needed.
  • Serves as an ombuds, responding to and coordinating the resolution of complex and difficult inquiries and concerns from customers, the general public, City officials and staff.
  • As liaison, manages the flow of permit applications through the system, ensuring efficient coordination between Planning, Building, Engineering and Fire.
  • Provides information relating to engineering, planning, building inspection, zoning, utilities, assessments and property ownership; assists developers, contractors and the general public.
  • Collaborates with staff from various City divisions and departments to resolve regulatory and code related project compliance issues.
  • Directs the daily functions and operations of the Departments front counter, ensuring adequate coverage to answer customer questions, provide information and process permit applications.
  • Verifies and maintains appropriate records and files; prepares comprehensive technical reports as required.
  • Revises permit forms, instructions and procedure manuals as needed.
  • Recommends changes to codes, procedures, processes, rules and regulations based on common interpretation and land use development issues.
  • Prioritizes, assigns and monitors work of subordinates; provides assistance and supervision in planning and implementing programs; selects, trains, motivates, coaches and evaluates staff; establishes and monitors employee performance objectives; provides or coordinates staff training.
  • Meets regularly with staff to discuss and resolve priorities, workload and technical issues.
  • Facilitates problem solving; encourages a high degree of communication and feedback between employees and supervisors; leads by example by maintaining high standards of behavior and performance.
  • Represents the City to community groups and City advisory groups as needed.
  • Maintains timely and regular attendance.
  • Other duties as assigned.

An associates degree in business administration, construction, engineering or a related field and four years of increasingly responsible public sector experience; OR any combination of experience, education and training that would provide the level of knowledge and ability required.

Knowledge of:

  • City organization, operations, policies and procedures.
  • Zoning and land use practices, codes and procedures.
  • Personnel management, policies and procedures
  • Computerized permit tracking systems and geographic information systems (GIS) programs.
  • Principles and practices of employee supervision, discipline, training and performance evaluation.
  • Management practices in a union environment.
  • Budget preparation and administration.

Ability to:

  • Read and interpret maps, property descriptions, blueprints, construction plans and specifications.
  • Explain City procedures/processes to individuals of various levels of technical sophistication,
  • presenting technical concepts.
  • Develop short- and long-range goals, and plan, assign, coordinate and evaluate the work of subordinates.
  • Analyze issues, evaluate alternatives and make logical recommendations based on findings.
  • Administer program goals and objectives; implement initiatives and recommendations in support of department and City goals.
  • Foster cooperative group processes and efficiently use resources; delegate tasks and workload assignments.
  • Understand and use an architecture and engineering scale.
  • Perform basic math calculations (addition, subtraction, multiplication, division).
  • Supervise, lead, coach and use best management practices to improve staff performance.
  • Effectively administer a variety of city-wide programs.
  • Interpret and apply city policies, procedures, laws and regulations.
  • Support and model the identified vision, values and behaviors of the organization.
  • Establish and maintain effective working relationships
  • Use initiative and independent judgment within established procedural guidelines.
  • Operate a personal computer utilizing a variety of standard and specialist software.
  • Communicate effectively both orally and in writing.

License and Certification Requirements

  • Certification from the International Code Council as a Building Permit Technician, or ability to obtain certification within one year of hire, is required.
  • Successful completion of a pre-employment background check is required.

Telecommuting/Residence Some positions, including the Permit and Administrative Services Supervisor , are eligible for a hybrid schedule (in-office and telecommuting), depending on the operational needs of the organization and department. Regardless of position or telecommuting authorization status, city employees must reside in Washington and within a reasonable distance to their regular work location.

Working Conditions
This position is eligible for a hybrid (in-office and telecommuting) work schedule. The regular work schedule is generally Monday through Friday, 8 am to 5 pm. Work is primarily performed in an office which is busy, oriented to public service and subject to occasional work interruptions. Noise level is moderate. Position infrequently requires outdoor work, which includes driving a vehicle. Outdoor environment can include uneven and unstable walking surfaces, tripping hazards and inclement weather conditions. Attendance at meetings before or after regular work hours may be required.

Physical Requirements
Continuous repetitive arm/hand movement is essential to performance. The incumbent in this position must be able to discern voice conversation, have the physical ability to perform essential job functions, and have hand-eye coordination sufficient to operate computers, do keyboarding and operate other office equipment. The incumbent must have the ability to produce legible handwritten documents and may need to push, pull, lift and carry up to 30 pounds.

Additional Salary Details The salary range for this position is $8863-$11,115 per month. The hiring range is $8863-$9925 per month. Step increases are attained annually based on satisfactory performance.
