The Ohio Department of Developmental Disabilities (DODD) is seeking an experienced Labor Relations Administrator 2 to lead the Department's Labor Relations Unit. Under the general direction of the Deputy Director of Human Resources, this position oversees all aspects of DODD's labor relations and collective bargaining activities, ensuring compliance with relevant state and federal laws, contractual obligations, and agency policies.

This position supervises Labor Relations staff in Central Office, coordinates with management across Ohio's Developmental Centers, and serves as a strategic partner to agency leadership in managing employee relations, contract negotiations, grievance handling, disciplinary processes, and related workforce initiatives.

Key Responsibilities:

Program Oversight & Policy Development

  • Plans, coordinates, and administers the labor relations and collective bargaining program.
  • Develops policies, procedures, and strategies to support organizational goals.
  • Serves as the agency's Drug-Free Workplace Coordinator.
  • Supervises the attendance monitoring process and participates in reviewing FMLA certification requests.

Grievance & Arbitration Management

  • Oversees the agency grievance process; writes and reviews grievance responses.
  • Analyzes trends, makes recommendations, and ensures readiness for arbitration.
  • Represents management at Step 3 grievance meetings, mediation, and arbitration.

Disciplinary Action & Investigations

  • Provides consultation to Central Office and Developmental Center managers on disciplinary actions.
  • Reviews and signs disciplinary letters and packets; recommends levels of discipline.
  • Tracks and analyzes disciplinary trends to improve process effectiveness.

Labor Strategy, Negotiation and Special Projects

  • Serves as the Director's designee on statewide Labor/Management committees (e.g., 1199 APC, OCSEA, Institutional Agencies Coalition).
  • Coordinates with the Office of Collective Bargaining (OCB) and other state agencies.
  • Participates in labor contract negotiations and agency training assessments.

54 months' experience in collective bargaining to include contract administration & management representation with regard to grievances &/or negotiated agreements (successful completion of the OCB Academy may be substituted for 6 mos. of

required collective bargaining experience referenced in this portion of the minimum qualifications; applicants who

completed OCB Academy prior to 1/1/2018 may substitute 12 months' experience).

OR

Completion of undergraduate core program in human resources management AND 30 months' experience in labor

relations/collective bargaining which included contract administration & management representation with regard to

grievances &/or negotiated agreements (successful completion of the OCB Academy may be substituted for 6 mos. of

required collective bargaining experience referenced in this portion of the minimum qualifications; applicants who

completed OCB Academy prior to 1/1/2018 may substitute 12 months' experience).
