Position Summary:

NYAP’s Field Operations Manager (FOM) is responsible for coordinating logistical and on the ground support to Home Study and Post Release Services staff (Case Managers, Caseworkers, and other employees) actively deployed within a region who provide services to released unaccompanied children per Office of Refugee Resettlement (ORR) requirements. FOMs provide direct supervision and oversight of deployment efforts within a region, engaging the work of Deployment Coordinators, Community Service Managers and Anti-Human Trafficking and Child Exploitation Coordinators with support of Case Aides. FOMs must be experienced in coordinating the safe logistics of travel and lodging for staff and ensuring rapid deployment of resources within a region. FOMs must have an understanding of NYAP/ORR Policies and Procedures and work collaboratively with other departments for the rapid deployment of staff. FOMs must understand the HS/PRS process and possess knowledge of local community social services and working with immigrant populations. Additionally, FOMs must be knowledgeable of family preservation, kinship care, and general child welfare.

Responsibilities:

  • Provide direct oversight and management of deployment efforts within a region, engaging the work of Deployment Coordinators, Community Service Managers and Anti-Human Trafficking and Child Exploitation Coordinators with support of Case Aides.
  • Support in coordinating the safe logistics of travel and lodging for staff and ensuring rapid deployment of staff and resources within a region.
  • Responsible for ensuring staff compliance with ORR’s HS/PRS services provision.
  • Coordinates safe deployment of staff for the completion of HS/PRS within ORR’s designated timeframes.
  • Ensures the completion and excellent documentation of UC Portal and Evolv uploads in accordance with ORR Policies and Procedures
  • Hires and trains new staff.
  • Supervises the work of Deployment Coordinators, Community Service Managers and Anti-Human Trafficking and Child Exploitation Coordinators, Lead Case Aides and Case Aides.
  • Establishing working relationships with community-based organizations.
  • Have a management approach that is a collaborative process of assessment, planning, facilitation, care coordination, evaluation, and advocacy for options and services to meet the unaccompanied child and the sponsor's presenting needs.
  • Ensure proper reporting and elevation to ORR of timely notifications of concern and reporting to other stakeholders per state and ORR guidelines.
  • Provide and ensure effective communication by staff with care providers, and ORR stakeholders.
  • Possess a working understanding of NYAP/ORR Policies and Procedures, Flores Agreement as well as other applicable, and pertinent regulations and laws including the Trafficking Victims Protection Reauthorization Act (TVPRA) of 2008 et.al.
  • Establish a respectful, supportive workplace environment that promotes NYAP’s values of caring for people, connecting communities and promoting peace while ensuring staff accountability and compliance.
  • Ensure the protection of Personal Identifiable Information (PII), and confidentiality of information.
  • Effective communication.
  • Follow all ORR guidelines and policy requirements.
  • Elevates any issues or concerns to NYAP leadership and ORR.
  • Reports into HS/PRS Regional Supervisor/Lead Case Manager
  • Perform other duties as assigned.

MINIMUM QUALIFICATIONS

  • Must be at least 21 years old.
  • Bachelor’s degree in the behavioral sciences, human services or social services fields or a bachelor’s degree in other related fields and at least 3 years of progressive employment experience that demonstrates supervisory experience.
  • Knowledge of logistics of staff deployment, staff travel logistics, per diem allocation, expense reimbursements, completion of expense reports in Paycom, expense adjustments utilizing Paycom, and identification/ engagement of social services resources within a specified region or area.
  • Knowledge of local community social services and working with immigrant populations.
  • Understanding of Human Trafficking and identifying human trafficking concerns.
  • Prior experience with ORR HS/PRS preferred.
  • Bilingual in English and Spanish.
  • Proficient in using the internet and related computer programs including ORR’s Official System of Record (also known as the UC Portal).
  • Pass a criminal history screen, including state and local child protection agency registries, and C/ANs check.
  • Willingness to work flexible and non-traditional hours in the service of persons served.
  • Based on Program needs employee may be required to reside in region assigned.
