Job Overview:
The Ohio Department of Medicaid (ODM) is seeking an experienced behavioral health policy leader to join our team. This position will lead a team of Policy Managers, oversee policy development, program implementation, and interagency collaboration for Medicaid behavioral health services. Additionally, this position will be responsible for developing and maintaining comprehensive and integrated care models, coordinating behavioral health strategy initiatives, and ensuring compliance with federal and state regulations. As the Behavioral Health Strategy and Clinical Policy Section Chief, your responsibilities will include:
Leading and overseeing the Behavioral Health (BH) Strategy and Clinical Policy section, ensuring effective Medicaid behavioral health service coverage in collaboration with state agencies.
Developing and implementing comprehensive and integrated care models, care coordination initiatives, and services for complex populations.
Supervising and directing a team responsible for behavioral health strategy, clinical policy, and quality improvement efforts in partnership with managed care entities and external organizations.
Establishing and overseeing policy development and compliance with federal and state regulations related to Medicaid behavioral health services.
Serving as the primary liaison with internal staff, external stakeholders, providers, and advocacy groups to support Medicaid behavioral health programs.
Collaborating with state agencies to refine behavioral health initiatives and oversee the use of external resources for policy development and implementation.
Representing the agency in legislative hearings, conferences, and stakeholder meetings, delivering presentations and responding to public and government inquiries.
Managing budgets and reporting, including the preparation of state plan amendments, impact assessments, and compliance documentation for Medicaid behavioral health policy initiatives.
Completion of graduate core program in business, management or public administration, public health, health administration, social or behavioral science or public finance; 36 mos. exp. in planning & administering health services program or health services project management (e.g., health care data analysis, health services contract management, health care market & financial expertise; health services program communication; health services budget development, HMO & hospital rate development, health services eligibility, health services data base analysis).
- Or 12 months experience as a Medicaid Health Systems Administrator 2, 65296. Note: education & experience is to be commensurate with approved position description on file.
- Or equivalent of Minimum Class Qualifications for Employment noted above.
